Yes, you can upgrade them. Go to guest services when you get there.

One thing you don't want to do is be tricked into buying them at the desk before the main turnstiles. There is almost always a line there and it can move SLOW (at both parks). Once you get into the park pretty much every gift shop sells the express pass, the place where you rent wheelchairs, guest services... there are plenty of places to go to which will have much less of a wait. Plus you can make the decision "do I really need this" after gauging the crowd level.
