I was pleasantly surprised when I went to use the POR checkout feature (right out at the resort) that WDW / Magical Express has a contract with United to check our bags for FREE!

I pre-paid for them to be checked on the way down? Should I not have paid? or is this service only provided 1 way. This worked out well as both flights coming home were full and checking bags made things easier.

It's apparently not a service or contract thing, it's a technology issue that prevents United from connecting to BAGS (the company that provides the RAC service for Disney) in order to do the baggage charges. Rather than bail from the RAC program entirely, United currently is eating the baggage charges for their passengers that use the service. The same issue currently is present with the DCL on-board check-in program and United.

I would think that as soon as United figures out how to collect the fees through BAGS that they will start doing so.

Since this issue is an issue with BAGS, which has no connection with the inbound luggage service, you do have to pay United baggage fees when coming in to MCO.
