Earned my ears Twice during one program

so sometime last year i got an email to apply for the alumni association type thing [can remember what it was called] and they said i was listed as "unfavorable rehire"
I had to self term my last program like 3 weeks before the end of my program but I followed the program guide on how to move my departure date. Because my grandmother who was living with us was dying, and i knew there would be no way to take time off that close to christmas and the end of my program, plus i didn't have the money to buy a plane ticket home and back so i chose to end my program.
so question is, will I even be able to apply for this fall? I haven't hear of "unfavorable rehire" only restricted rehire.
