Yes it mentions non-revenue passengers. However it doesn't say they don't need to be vaccinated, it says that they adhere to whatever protocols were previously negotiated between the cruise line and government. We don't know what those are but I would wager that vaccination rates of non-revenue crew and passengers was already a part of their agreements. This also does not define a non-revenue passenger. Those are intended to cover employees who are not "crew", such as rotating variety acts, or vacation club sales people. Not children of paying passengers. The moment that kid buys a drink or puts a credit in a video arcade, they are a revenue passenger.

That said, you are correct, it COULD be interpreted that way.
Very good points. I suppose it all depends on whatever the existing Disney/Bahamas agreement is.
 

I hope you are right - it would mean cancelling 2 ships for 2 months (at least). But they need to act quickly - and that is definitely not their MO.
Well, maybe in this case DCL acted too quickly and should have delayed the restarts. They were much slower than other lines in making decisions, and I have to think they HAD to know that ports closing to the un-vaccinated was a possibility........ even if it was a slim chance. Like I posted earlier, my neighbors January 2022 cruise on another line was canceled a month ago because the line felt the sailing conditions were not firmed up enough yet for them to move forward with the cruise.
 
I don't know. It really depends on how much of the passenger load is unvaccinated. We don't know their percentages. At this point, anyone unvaccinated cannot be full vaccinated by 9/3, so it could cause sufficient cancel to bring them below viable sailing.

While some of the costs scale, many don't, particularly fuel.

If someone gets a J&J vaccine tomorrow, they would be considered fully vaccinated on 9/3. "Fully vaccinated" means 2 weeks after the last (or only) injection.

I'd be surprised if Disney was banned from Castaway. There are very few people on the island that don't work for Disney. It really makes no sense.
Regardless of whether you feel it makes sense or not, they have the right to govern their country as they see fit and they have passed this. Why do these conversations always veer to opinions about what is right/wrong/smart/dumb/etc. There is no carve out in the rule they passed for Castaway Cay compared to anywhere else.

At this point, the conversation is all about what will Disney do. Cancel, don't cancel, require vaccines, join NCL in lawsuit, etc.

And many other cruise lines have their private islands in the Bahamas and today's order impacts them stopping there too.
