Believe it or not, a large ship under certain circumstances will be the give way vessel to smaller vessels. There was a recent post on a boating forum Im on, where a ferry boat in Washington or Oregon or somewhere like that hit a pleasure boat. When we looked at the actual rules of the road, because of where the boats where, and which direction the pleasure boat was coming from, the pleasure boat actually had he right of way and the ferry should have stood down or altered course. Same thing with cruise ships. Under certain circumstances, they are give way vessels to other vessels. Even smaller boats. Do they always do that? No. Hence the collision. In the channel the cruise ship had the right of way because of its restricted ability to maneuver. Had they been out of the channel, in open water, believe it or not, the jet ski would have had the right of way coming from stbd to port.
