Tusker House Dining Question

I have a non-ROL breakfast reservation at Tusker House on March 8th. How can I tell how much the breakfast will cost? The website states $15 - $34.99 per adult. Is this based on time of year? I know the ROL breakfast package states that it starts at $39 but doesn't give a maximum. Is it always $39 or is it based on date as well?
