And, yes, you can go straight to the attraction when they open the gates
(at least now that they no longer offer the special "Frozen Welcome" in the mornings) and ride without a major wait.
(You will be among hundreds and hundreds of other guests with the same plan, however.)

Are you referring to the standy-by fast pass, where they give you a return time to come back to the standy-by line and don't allow a true stand-by line to form? I know they tested this at Soarin and I believe they did TSM shortly after. Either way, it was a test and it didn't continue. I don't think it went over well and/or no one was prepared for it.
You can just do TSM at rope drop in the normal stand-by line. If rope drop is at 9, get to the gates by 8:20 and then book it back to TSM when you get in. Should be able to get on in less than 15 minutes or so in my experience. Then you can FP RnRC. You could do it the opposite and ride RnRC first thing and FP TSM too.
This is what we plan to do. Touring Plans suggest doing this, because TSM is a bigger draw to a larger audience, so it usually is busier. Whereas, RNR has a limited appeal due to it being a coaster with a height restriction. Also, if my son chickens out, we can then go do Star Tours a bunch a RD instead.

This is certainly a viable option but from another perspective, we're more inclined to want to ride TSM twice rather than RNR. For us, we rope drop TSM and then head over to RNR - we wait about 15-20 minutes at RNR, but it allows us a second ride on TSM later in the day.
