TS vs char meals - not much price diff in the end?

I was hesitant to book several character meals because of being $20+ pp, but when I look at the menus for TS restaurants it looks like by the time you get a $16.95 entree, then add a drink and either side/dessert etc then you're spending at least that if not more.

With the buffet character meals, does the price pp include drinks and everything except gratuity?

We think that buffets and character meals are a deal because the drinks are included in the price, you get more of a selection and all you can eat...for DH that is a huge plus
