We have always found the servers great at automatically topping up empty glasses with soda. The only exception was our last trip to Boma but this was just down to a not so good server.
They are not "free" per say...you actually pay for them by buying the soft drink in the first place. What I mean to say is that when you buy a soft drink you are buying a soft drink w/ refills as opposed to a soft drink w/o refills (e.g. a can or bottle). I can see how people might think those refills were "free" though.
Yes refills come with the drink. But I often find that you need to tell the server. DH is a fast drinker, he usually has 2 refills in by the time the meal comes.
So going to Whispering Canyon is fun for him. At this restaurant they do antics and one thing they do to you is bring out a gallon mason jar of soda if you have asked for "too many" refills before they think it is time to get one.
It is DH's task to get that jar before the meal comes, he loves to play games.
You may want to try WCC out. It is a good restaurant.

This may be a cultural thing... In other parts of the world if you want more Coke it's not "free" there's another charge. In other words, each glass gets charged.

I live in England and there are only 2 chain restaurants that I can think of that offer free refills - Pizza hut and The Harvester (like a pub / grill restaurant).
We don't get free re fills in McDonalds, Kentucky fried chicken or Burger King!!
Therefore, I am really looking foward to this on our trip next year! We are planning on buying the DDP so I'll get good use out of my re fills!!!
I'm not sure how common it is, but several times during our last visit, the server brought us "to go" cups so we could take our sodas with us when we left. I've never seen it before, but I hope I see it again.
The "family" at Prime Time Cafe will tease you about needed to go to the bathroom during refills. I just tell them to break out the rubber sheets and keep them coming.
