Trouble booking Star Wars at Sea character meet

I'm paid in full. Checked-in and have port arrival time/document. Photo approvals are still pending.
Every time I try to book a character meet time, I get an error to check if I'm fully checked-in or not. Some dates during our cruise are already sold out, so some folks have been able to book. Any clues why I can't? The Chat feature says try back later and the hold time on the 800# given in the error message is longer than my lunch break, so I'm looking for wisdom here. TIA for any tips and hints.

The photos won't show approved until 2-3 days before the cruise so that shouldn't be the problem. As long as you've paid in full, you should be able to book as long as you're within your booking window for your Castaway level. Sometimes with the Disney websites I have to try different web browsers (like Chrome vs. Edge or sometimes even down to Internet Explorer or Safari.)
