Are these a mythical being or can you actually book them for a regular trip?

You can book them. Plug in your dates and select Saratoga Springs. We recently priced them out for June. Just can't do it -- too much $.

I just stayed at them this week. They are awesome! Only drawback is the extra bus. Bus to the SS resort to catch park buses and vice versa. It is worse on the way home bc you have to go to all 5 SS bus stops before getting off and waiting for the Villas bus. That being said, we never waited more than 5 minutes at the change for a bus and the last 2 days they had a cast member there with an iPad thingy that told you exactly how long you would wait for what bus.

If I had the chance to stay in a Treehouse Villa, I would definitely rent a car.

There aren't many treehouse villas, so they book up fast. If you are going during a busy time, book as far in advance as you can.

The Treehouse Villas are located at the Saratoga Springs Resort, which is a DVC resort. So most of them are sold out to members. But members will trade out their SSR points for non-DVC Disney stays and DVC trades those points representing those stays for cash.
