19yo is flying to Mexico and has to take the typhoid vaccine (in pill form) that has to be refrigerated. What does she need to carry with her to be allowed through security with ice or a gel pack?

She may want to check and make sure she has the correct information.
According to the CDC information sheet about Typhoid Vaccine, the last dose of the oral vaccine should be taken at least 1 week before leaving to allow enough time for the vaccine to work before travel. If she is taking it after she gets there, she won't be totally protected; here's another good website.
If she has to take the medication with her (for example, if she's going soon and just won't have enough time to finish the entire course of vaccine), she would not have a problem bringing the vaccine and a cold pack with her. She will just need to 'declare' the medication to the Transportation Security Administration as she goes thru security. The medication should be labeled and it would possibly be helpful to have something in writing that says it needs refrigeration.
There is a link to the TSA website's medication information in the disABILITIES FAQs thread for more information.
If she doesn't want to bother with the screening situation, she could bring a cooler and get ice after she gets thru security. Just be careful to protect the pill from water and from contact with the ice.
