I know if I have someone tranfer 150 OKW points into
my BCV account those points become BCV points and
I can use them to book at the 11 month window.
Does it work the same way with a small add on?
Here is the example:
If I add on a small 25 point contract at the new AKL
villas will I be able to transfer 150 points from my BCV
account and make 175 AKL villa points that can be
used at the 11 month window?

Transferred points are supposed to retain their home resort and use year. They are not supposed to become matching points. So in your example, the OKW points would not become BCV points. And BCV points would not become AKL points.

Also, transferring from one account to another account might be considered two transfers. Not sure though.
 
Rumor has it that this "morphing" of points from one resort to another following a transfer will be fixed at some point. For now, DVC has limited transfers to one per Use Year (one transfer in or one transfer out) which should make it easier for MS to keep track of the true home resort of transferred points, preventing exactly what you are describing.

If you add on fewer than 150 points through Disney your only option is to have them set up as a subcontract of your master contract. You cannot transfer points between a subcontract and a master contract. There is no need to since you can just combine points from those two contracts to make a reservation. If both contracts are at the same resort, you can combine the points at the 11-month window to make a reservation at that resort. If the contracts are for different resorts, you can combine the points to make a reservation at the 7-month window at any resort.

If you really wanted two separate master contracts so that you can transfer points between them, and you want to buy directly from Disney, you will have to purchase a minimum of 150 points. If you want a separate contract with fewer than 150 points, you would have to purchase a resale. To be safe, you should purchase a different Use Year because otherwise DVC is likely to set it up in their system as an add-on because that is what most people would prefer for ease of use (combining points as needed to make a reservation). But as I stated earlier, it appears that DVC is taking steps to prevent point "morphing" so anyone going this route for this purpose is likely to be disappointed.
