If I book a cruise with a placeholder and then decide I’d rather take a different cruise, can the placeholder be transferred to the new cruise as long as it is within the 2 year timeframe?

Yes. A cruise booked with a placeholder discount can be transferred and maintain the discount as long as the new cruise departs within 2 years of the placeholder’s original purchase. If you cancel a cruise, though, you will lose the placeholder discount.

Also, if the cruise has been transferred to a travel agency, that agency must make the transfer.

You want to CHANGE DATES not transfer. Just don’t “cancel” because that loses the placeholder benefits.

Technically no, the placeholder can't be transferred. Once the placeholder is 'used' to book a specific sailing, the placeholder goes away. What you can do is move to a different sailing, and the benefits of the placeholder will move with the sailing (as long as it's not a placeholder blackout date). But be sure you are moving to a different sailing, not cancelling and rebooking (or you then will lose the placeholder benefits and your $250 or $500 deposit will be refunded).
