transfering of points from next use year 2011

Can anyone explain to me what options I have for transfering points listed below on the following two sets of points....

I have 212 pts available as of March 1st 2011
I have 250 pts available as of March 1st 2012

Can either of these be transfered now? if not, when would they be available for transfer?

Yes if you have not done a transfer in the last 10 1/2 months and the points are not banked points then yes you can transfer your 2011 now the 2012 pints would have to wait intil 3/1
