Only if you are severely constrained by time. If you have a few days, relax and enjoy yourself. If you only have one day you should have an idea of the rides you want to hit. And as always, do Potter early entry as it is not an EP ride yet.
Not every ride has Express Pass. I'm a big believer in having as much information as possible and a TouringPlan will help optimize your time in terms of aligning rides with shows and meals (etc). Enjoy that unlimited express pass, it's one of my favorite things at any theme park!
Harry Potter and the Forbidden Journey is not an "Express" ride. Nor is Pteranodon Flyers.
I would say the touring plan from Touring Plans is not necessary at Universal. Unless you like to know how long it takes to walk from attraction to attraction.

I think our little ones will be too small for FJ so that is not an issue. We might walk through the line in the castle for fun when park opens that extra hour in the morning for us.
