Touring Plan for DCA?

On February 7-8 we are visiting DL for the first time since about 1998 or so (in any event, before DCA was built). We will only have 1.5 days to visit both parks, though we've been to Disney World a number of times and don't have younger kids so don't need to ride everything and basically intend to hit the highlights. I want to make sure we are able to ride Radiator Springs and Toy Story and the plan is to go to those rides first thing in the morning on Sunday the 8th. I was a bit surprised to learn that they don't have FP for Toy Story so I'm trying to determine the ride order - should we ride Toy Story first then Radiator Springs, pull a FP for Radiator Springs then ride Toy Story, etc. And any other tips you might have for DCA are much appreciated. We basically want to make sure we ride Radiator Springs, Toy Story, Tower of Terror and California Screamin'.

Related note, if we don't stay onsite and can't take advantage of EMH, how early should we arrive before park opening Sunday morning?

We like to grab our RSR FP first thing and then head up to do TSMM twice and Screamin'. Then head back and do Maters and RSR. Usually by that time we can pick up another FP for RSR and then do TOT and/or Soarin'.
