They're not. I think dress code is only for dinner. We were definitely not dressed anything fancy. Jeans and t-shirt/sweatshirt

thanks. We were planning to wear our park attire. T-shirt’s and athletic shorts or yoga pants. Hopefully they let us slide.

At WDW the dress code for most places is not wearing swimwear, torn or ripped clothes, or clothing with offensive language or graphics. There's a bit higher standard at the signatures but you'll still see people in t-shirts and jeans or shorts. Victoria & Alberts is a different matter with a more specific and enforced dress code.

You will have zero issue wearing park attire at Topolino's.

Have done breakfast there twice in park attire. You'll be fine. Enjoy -- it's really good!!
