We are staying at Bay Lake for the first time.
Is top of the world lounge still open to just DVC members staying at Bay Lake, or any DVC member staying on points at a DVC resort?

Also, what is the range as far as drink prices go?

Finally, when we visit, do they scan all of our magic bands or just one members?

It is available for all DVC Members staying on points at any resort, except for certain nights of the year like New Years.

They will scan everyone's MB but one member of the group must also have their DVC memebership card.

Disney Vacation Club Members staying at any Disney-owned-and-operated hotel at Walt Disney World Resort (whether they booked with vacation points or cash) may enjoy access to one of the vacation kingdom's most exclusive spaces: Top of the World Lounge atop Bay Lake Tower at Disney's Contemporary Resort through December 29, 2015 (blockout dates apply. Including but not limited to 12/30/14, 12/31/14, 7/3/15, and 7/4/15). Current operating hours are 6 p.m. to midnight.

This perk is available exclusively to Members and those in their traveling party who are staying on that Member's reservation. At least one Member in the traveling party must accompany the group and present his or her current Magic Band or Key to the World card with a Disney Vacation Club Membership notation in order to gain admission to the lounge and observation deck. If the Member's Magic Band or Key to the World card doesn't display a Membership notation, a Disney Vacation Club Membership Card is required in addition to the Key to the World card to verify Membership.

Note that Members traveling from other Resorts must use Walt Disney World Transportation, as parking is unavailable to anyone not staying at Bay Lake Tower or Disney's Contemporary Resort. Upon arrival, Members must walk to the Bay Lake Tower main lobby entrance on the ground floor and check in at the Top of the World Lounge desk in the lobby.

This special Top of the World Lounge access is available on a first-come, first-served basis until the lounge reaches capacity. As the lounge is particularly popular during the Magic Kingdom fireworks, arriving as early as possible will give Members the best chance of gaining admission.
 

I was wondering about the Top of the World Lounge, as well. We are DVC and staying part of our visit at Shades of Green and part at AKV. DH & I would like to go up to the TOWL on our first night for snacks and the fireworks, however; we will be at Shades of Green this night. Do you think we will be allowed up this evening?

Nope. Others have been turned away when staying at the Swan/Dolphin, so I would not expect to be granted access that night.

You are close by so I would give it a try. If there aren't many people there they may be more likely to let you access it.
I feel that if you are a DVC member and it is not a holiday you should be allowed to visit TOTWL whether or not you are staying in a DVC resort. We all pay maintenance fees/dues.

I don't know -seemed pretty tight when we went in February, and it wasn't that busy. But I suppose it can't hurt to give it a shot ...I'd be curious if they allow you up.
 
It's pretty inconvenient if you have to take a bus to TCC and then a monorail to contemporary and then walk over to BLT to get turned away. Embarrassing too! Also, does SOG have magic bands? No parking allowed to go to the TOTW a so you can't drive over.
