Is this part of the park open as late as the park itself?
and
If so what about the character pictures interaction does this go on as late as well?

Toontown opens at 10am Daily.

(Sometimes they open "early" at about 9:45am.)

Toontown remains open until regular park closing time.

However, the character meet and greets in Toontown close 30 minutes prior to park closing.

Additionally, the Walt Disney World Railroad will generally stop running 45 minutes to 1 hour prior to the Wishes Fireworks Show, and the WDWRR does not run during special events (parties, emh)
