Ok, so real quick, how old is the plumbing and whats clogging? How hard is the water in the area? Is it flushing correctly? Is it a first generation low flow toilet? Lots of these things point to getting a new toilet, if its not a use less paper issue. Sometimes the bottem jet in a toilet needs the main water hole to get reamed out as it get build up on it from hard water. Thats the jet that pushes the stuff down the drain. Good luck. I would get a new toilet, they work better then some of the original low flows, and or older ones if they have significant scale build up inside them. If its the sewer lines, thats another issue entirely, and depends on venting and what its made of. Good luck.
