Toddler Tink costume ?

I really want to get a Tink costume for DD. I figure she could wear it for Halloween and then also for our December trip. I'm thinking it looks fairly easy to put one together but I need ideas on how exactly.
 
I was planning on making one too, but then I found one for $7.99 at TJMaxx. My DD is 3.5 but pretty small, so I have to tie the straps back so it's not falling off of her. But she loves it.
 
I don't know if your looking to put one together yourself or to buy one but I saw this super cute one at toys r us. I love it because the material is soft not itchy like a lot of the tinkerbell costumes. Even the wings are made out of material instead of how they are normally made. The quality is great and it's half the price of a costume from the Disney store. It comes in 6 months- 48 months. I'm thinking about getting it for my 15 month old. Since she'll be in the stroller I didn't want the uncomfortable wings that come with most tink costumes.

I just made Tink costumes for my girls for our trip this past weekend. I did the make your own tutu, with a green tank that I put silver glitter swirls on and bought $1 green wings at the Dollar Tree. Total cost was about $8 a costume. And they got compliments on them all day long.
