TiW through Member Services?

I'm planning several trips to the World this year for special occasions, and think it will be worth it to buy a TiW card (even at the DVC price, I'll make it back and then some by the end of the year). I'm not an AP holder, just DVC, so do I go through Member Services, or is there some other office I need to call?

You purchase the TiW card at any Guest Relations location at WDW.

Though they will let you order one over phone and sell you one that is mailed, you should not do it that way because the one they will send you may start a month before you even get there. It is not like APs where they sell you only a voucher and APs are not activiated until you arrive. If you buy TIW over phone they send you an actual card with a beginning date that is the month you call and buy. Thus, you don't want its one year period to start until you get there and thus buy it at Guest Services.

Can you purchase a TIW card with out having an annual pass.
As DVC member I can purchase one is this correct.

With DVC Member card you can get one for $100 now (members have already reported doing so). If you have AP, it is $75.

Thanks for your advice! As a follow-up, does anyone happen to know if it's just Guest Relations at the parks, or can I get one from the GR desks at the resorts as well?

Guest Relations at the Theme Parks and Downtown Disney.
