I tip the driver if he has 'touched' my bags. So, this usually means that on the ride to the resort from MCO the driver gets nothing. But, for the trip back, if I have my luggage with me (not using a 'participating airline') I will tip about $5 for my bags.

This is exactly what I was told to do by a WDW Cast Member when I called to make my reservations.
Some people, however, are choosing to pick up their luggage and bring it with them on the ME bus. They then should be tipping the driver because he will be loading it on the bus.
Disney pays for inbound luggage delivery to your room -- if you use the yellow tags to send your luggage from your home airport to your room. (You don't have to be in your room when the luggage is delivered.)
Disney doesn't pay any other tips.
It's customary to tip anyone who handles your luggage at the completion of service. This includes the inbound and outbound DME driver, if he or she handles your luggage. Also, if you leave your luggage and/or carry-ons with the bell desk on arrival (before your room is ready) or departure (after you vacate your room), a gratuity is customary. If you get luggage assistance from your room on check-out day, reach for your wallet. Think of the Remote Airline Check-in staff as skycaps (remembering that skycaps are customarily tipped). Finally, if anyone in tipped position provides extra service or especially good service, even if there's no luggage involved, you may want to thank them with a tip.

I generally tip $1 per bag. However, I do tend to 'round up' to the nearest 5 or 10...so if I had 4 bags I would tip $5 and if I had 9 bags it would be $10. But, if I had 11 bags it would still be $10.
