When I worked at a pizza place, it was always up to the delivery driver to do a final check on each order before putting it in the hot bags and taking it out of the restaurant. If something was wrong with the order and it had to be remade or something was forgotten and the driver didn't catch it, the same driver was required to re-deliver (thus taking him away from another delivery and possibility of a tip).
If a new guy showed up with the order, I probably would tip. As PPs have said, it isn't his fault the first guy didn't do his job.
