Tip Bell Services at drop-off or pick-up?

When using hotel shuttles at any non-Disney hotel, the custom is to tip the driver. It is weird to me that people don't tip at Magical Express (we always have $5 that one of my kids hands to the driver). If they handle your bags it is especially troubling not to tip.

Not at all troubling to me. Disney is providing a free service with Magical Express and the sign about 'exceptional service' helps to clarify how they view the need for tipping in this instance.

It is similar to some grocery stores who don't allow shopping carts in their parking lot and have employes who curb-side load your groceries instead. There is a sign there that says 'tipping is not allowed'. Makes perfect sense to me so you don't feel compelled to tip when most grocery stores let you push the shopping cart to your parked car.

I have no idea which individuals I might come in contact with in public are tipped positions vs not. Most people probably assume a waiter/waitress at a sit down restaurant is a tipped position, but what about the host/hostess who seats you or the person who brings your drinks or the person who brings out the food? I don't study their labor agreement before going to a business.

I give the person taking it out of our van and taking it to our room very big tips because we have a lot of stuff.
Luckily i'm that person so I just move the $$ from the family fund pants pocket over to the husband only pocket:P

It’s not hard to find out:just ask. The host/hostess and bussing staff at restaurants are tipshare positions, meaning they are given a share of the waitstaff’s tips. People who drive you places and bell services are typically dependent on tips for a significant portion of their income. I can’t verify, but my understanding from what one Magical Express driver told me (because I was curious and asked) is that Disney added the “exceptional” sign on the busses because too many drivers were going untipped and they were trying to politely remedy that. It is sad really that Disney has to say anything at all in what is conventionally a tipped position. The sign was not intended to deter tips but to remind people to tip in a less abrupt way than a sign that says ”hey cheapskates, tip your driver.”

Apparently different people can interpret the meaning of that sign in different ways. "Tipping is permitted for exceptional service" is clear to me.

It is clear to me as well.
To me it means tipping is allowed and appreciated

I wish everyone had to work in a tipped position once in their lives. How would you feel if your boss just decided to only give you part of your paycheck if he/she deemed your work was "exceptional"? I'm all for tipping extra when someone goes above and beyond, but I do believe there is a baseline people should be prepared to pay when they accept competent service from a tipped position, unless a tipped employee is actively rude to you or doesn't perform their job. Remember, you always have the option NOT to use the service.
The shuttle or DME driver doesn't get a tip for doing their job, which is driving.

Agreed, which means doing your job (driving) doesn't deserve a tip. If we ever used the bus to transfer luggage, then the driver would get a tip.
 
I tried to tip the CM that took us up to CL and she advised me that they cannot take tips. Tried to tip the guy that helped us with towels at the pool and again, they can't take tips. I also tip mouse keeping daily since it may be a different person each day. I'm a tipaholic lol

Ask and get denied three times, then on the fourth time they'll be able to take a tip from you. Friend who formerly worked down there told me that one. It's worked for me when we tried to tip the 'Pony Ride' Cast Member at Fort Wilderness.
