Timeshare experts: SSR contracts closed and recorded?

People are reporting that their deeds have been closed and have been recorded on SSR (on other threads). How is that possible given timeshare laws as they have been reported in the past requiring occupancy permits and dedications, etc. (if I remember correctly)?

I was told April 1st when we initially signed the contract and I called recently about when I can exchange some SSR points out and I was told April 1st again... But, this is kind of wierd because MS is not taking SSR reservations prior to May 17th...could the resort possibly open earlier than expected for cash ressies? (But, it wouldn't be this early, would it?)

It's common to close early but only a little early. I don't know the state regulations but common sense suggests that the completion would have to be emminent for one to close. I've seen DVC and Marriott close a couple of months before occupancy. But I know for certain that it doesn't have to be open, formally dedicated and totally completed to close.
