Ticket for 3 year old Bday trip...

If a child turns 3 during the trip, do you still not have to pay for a ticket for her? What about dining in the buffets? Also, if they are going on a birthday trip, do they get to Bibbidy Bobbidy Boutique before their birthday (like a day or two earlier in the week) or must they wait until after the birth date passes?
 
Someone can correct me if I'm wrong but I believe Disney's official stance is that you don't age at Disneyworld, therefore if the child is 2 at the time you check in then they remain 2 for the duration of the trip and you do not have to buy them a ticket.

At BBB they won't schedule a 2 year old because the makeup is technically not made for under 3. I don't know if you would need a park ticket for them to have an appointment or not. I do know they will not put make up on the child if they are not 3, even the day before their birthday. You could try scheduling it for the actual bday or one of the days after, but I wouldn't schedule it before. You'll have to ask the reservation center about whether they need a park ticket for it or not.
 
If they turn 3 during the trip, they are considered in the infant category for the entire stay. That is for the resort, park tickets and dining. No idea about BBB.
