Thought I had handle on FP+ but can someone PLEASE explain tier 1 and 2 rides?

Thank you......Frustrating now dealing with Tiers, nowhere on any WDW site did I see this....changes my plans/ hopes for my 60 day FP+ window for DHS and EP.....
