They mean that you stop your dang car. Yes, even in the city, even in downtown. Kids live in cities, and they may ride a bus to school. They're entitled to the same protections as your little suburban snowflake. And Mr. Cab, you should know better. So slow down and STOP for the RED FLASHING LIGHTS.

. *Especially* when the business-name and probably the phone number are on the vehicle...makes it ever so much easier to contact the business-owner/taxi-cab commission to tell them your concerns.
I have been amazed at the number of people who just look at the crossing guard like "why is this person in a uniform and bright orange vest blowing a whistle and pointing at me?" while they continue on well above the posted speed limit. There is at least one car everyone morning. It has been so bad that on several occasions there is a police officer there with a radar gun.
Then after explaining to her that yes she did have to stop (OK, it was heated), she got out her cell phone and said I was crazy and she was calling the cops. (I am in my car nowhere near her.) I said, great then I can tell him what you just did and we can all go talk to the crossing guard. She shut up after that.
