Those families who spend $400 or less on groceries

We actually do most of this already. I don'y buy single serve anything. We always have carrots and celery on hand cut up and ready. As for milk, well I do agree that you do not need it but to be honest we don't really drink milk. I buy it for the occassional bowl of cereal or coffee. We do however drink almond milk. We are also big water drinkers.
Now as for making vegetables a dinner, once in a while with some pasta is great. Other than that we need protein. I don't like to make too much pasta because we love it too much and it's not really healthy to eat that often. Oh and just to be clear on the lunchmeat thing- I buy boarshead- not lunchables or some other thing. I know you didn't suggest that I did but I just wanted to clarify that I wasn't overspending on premade stuff.

I often find in my area that frozen fruits are cheaper than fresh, and they're frozen when they're at their best, so they often taste better as well. The downside is that the texture suffers somewhat. However, especially if you're mixing them with something (like thawed peach pieces with greek yogurt) or cooking with them (like a berry sauce for pork loin), it doesn't bother me much. I definitely like thawed frozen fruit better than the canned fruit salad we occasionally got as kids!

Frozen vegetables can be much cheaper as well. Obviously this won't work for making a salad, but if you're cooking up the vegetables anyway, you'll hardly notice. Frozen spinach in particular is a great value.

With the amount of lunch meat you're buying, you could probably save money by buying a meat slicer. Just roast up a london broil, and a turkey breast, and a ham, and slice them yourself. It's more work, but it's quite a bit cheaper, and then you know exactly what's in your lunch meat (except for maybe the ham). It sounds like you don't mind putting in the work to get a better product and better value, so this might work for you.
