This should be more than enough time, right? (WDW transportation)

We've got reservations for 8:30 Hoop Dee Doo. Supposed to arrive at 8 (30 minutes before).
Staying at BLT.
Figure leave the room at 7p and walk to the CR dock. Take the launch to FW.

Even assuming we miss a launch, should only be an additional 20 minute or so wait and guessing the ride is 20 minutes or less.

Is the launch direct, or does it stop at WL first?

I have no idea.
In the old days, they used to run two boats, one clockwise and one counterclockwise, and you just got on the one going to your stop next. If they have gone back to that, great, but I believe it’s just one boat right now and they sometimes change it up as far as direction, so maybe plan to be at the dock by 7:00 so you have an extra 15 minute cushion. That way, if you just miss a boat and the next one comes at 7:20, you have enough time if they are stopping at WL on the way. We used to get on the boat and just ride around and around, and it seems like each leg was about 20 minutes (about ten for the drive and about ten for the load/unload). The time at the dock will vary depending on how many passengers there are.

So you could get lucky, catch a boat at 7:00, have a direct run to FW and be dropped off at the Settlement at 7:20-ish. Or you could miss a boat, board the next one at 7:20-ish, go to WL, leave WL at 7:40-ish and get dropped at the Settlement just before 8:00. I would check with someone at CR earlier in the day to see if they can give you any info on which way the boat will be traveling at the time you plan to go. You might also ask about how to get there if it’s storming, depending on when you are visiting, since the boats won’t run if there’s lightning in the vicinity.

My backup would be walk to MK bus stop, bus to FW, then internal bus to HDD.

Party of 11, so ride share would be plan c. :p

The party of 11 could be an issue, even with the boat. We were @ CR Christmas week & were going to the Fort for a carriage ride. There were 2 boats running in the alternating directions, as @fla4fun mentioned. One of the boats was smaller, so if your group is at the back of the line, you might have to wait for the 2nd boat anyway if you all want to stay together.
