Of course you can make ADRs if you're not staying on site. Do you really think locals aren't allowed to have a sit-down meal at Disney?

How is the filet at Le Cellier? Same as it is at Kona or Cali Grill or Chefs de France. It all comes from the same facility in Disney. Only difference is the sauce/seasoning each restaurant puts on it.
