Things may change in Key West

From what I've read, the city manages cruise ship traffic at the Navy pier so I think it would but I'm not a lawyer familiar with all the specifics of the agreements in place.

It appears a majority of Key West residents don't want the large cruise crowds anymore.
 
Very disappointed to see this. I wish they would have just limited docking to one ship per day. Disney would probably win out on the environmental/health selection.
 
They have technically limited it to one ship per day with the rules as presented. It would take a smaller ship, or possibly several even smaller ships, to come in under the 1300/1500 rules
