Those are a great color match! I'd do the first options -- circle skirt with over layer. You could run a cord through the top seam and try it gathered to see how you like it before you commit. Ruffles SUCK to sew. Keep it simple!

I have a gather foot which *should* make things really easy.

How washable is this fabric/costume in general? In a very washable item, I would use oil to remove the adhesive residue, then Dawn to wash out the oil

Freeze the satin then crumble and flake off the adhesive. Try that, @Herding_Cats

Marathon costume. Currently puzzling through what shorts/leggings to wear under the sparkle skirt. I mis-remembered the pocket situation on the Capri leggings I was planning on Also need to figure out stabilizing the headband as it is more floppy than I was expecting and it wants to slide off the back. Probably some Velcro on the band or hair pins and/or clips.
