This is not meant to stir controversy of how we should rating crew members.

I'm more than happy to give 10 ratings to people who serve us on cruises, namely our waiters and room attendants. I know they work hard, and happy to do what's needed to give them promotions and/or time off for making our vacations as relaxing as can be.

When asked in the survey whether specific crew members have asked for high ratings, does the response influence how the crew members are or are not rewarded? i.e. does it look bad for them to say they asked for high ratings? I want to do whatever will help them the most.

I don't have an answer for you but I've wondered about that as well. Not just on RCL. I'm tempted to answer yes to that as I almost always get a "reminder" by the crew that anything less than excellent on the survey reflects badly.

Even though I routinely get the end of cruise speech from the waitstaff, I've typically indicated no assuming then that higher ratings that seem unsolicited would be looked upon more fondly by management.
