No daughter here, but I do remember this stage... well.
I hit puberty well before all the other girls in my school. I had "acne" in 7th and 8th grade and was always very conscious about it. In 7th grade, Mom let me buy a compact just cover up there spots and blotches. We weren't allowed to wear make-up, so it was much and it couldn't be noticeable. I stuck with the CoverGirl stuff until higschool when I was allowed to wear it.
When I hit highschool, I went over the the MAC line and have stuck with it. The Studio Fix is awesome.Wear well, too. For eyeshadow though, I still ususlaly buy store brands because I like to change things up and don't want to spend a bunch of money on itand only wear it several times. I really like the Revlon eyeshadow for some reason. Lots of colors, like the trios, and wears well.
She should avoid pinks, reds, and purples as it will make her eyes look dropey and she'll look tired. When she hits an age that she's wearing a bit more and needs to look finished, be sure to show her how to put everything on. What's your decision on mascara?
As for lip gloss, I love the lip tints from Bath and Body Works. They're so nice, look great, keep your lips moisturized, and taste fabulous!
Check around if you have any outlet shopping around you. The make-up outlets usually carry the major brands at a fairly good price. The other option is to let her have any of the appropriate pieces from the free gifs you get with the promotional offers and let her decide what she likes.
