1. How easy is it to flag a taxi outside of a WDW resort?
2. What are the going rates? In particular, I'm curious at the estimated cost for a taxi ride from Poly to POR one way.

A taxi between POR and the Poly should cost around $20, including tip. Taxis are usually around, but if you want to be safe you can call and have one sent for you.
 
I'm not sure you can flag down a cab. You would probably have to call.
 
Taxis are usually staged at or near all the WDW resorts. In the event you don't see one outside the lobby, ask a nearby cast member and they will be able to summon for you in a matter of minutes.
 

Yellow Cab (407) 699-9999. (Though the number may have changed, so perhaps someone else has a more up to date one).

This has been my experience at every resort I've been to on property. There is usually someone greeting guests or assisting with luggage at the entrance. They will summon a taxi for you. There are taxis waiting at most resorts parked in the guest lots waiting for passengers. Never took more than a couple of minutes.

The estimated cost from the Poly to POR was $12. It might just be worth that to avoid the after fireworks crowds during holiday week.

We had to call for a cab a second time at POR when our first one didn't show up. By the time the second cab arrived we were already late for breakfast at the Kona Cafe. He dropped us off, and I gave him a $20 and told him to keep the change. This was about 3 years ago. No wonder he seemed a bit suprised, I'm a better tipper than I thought!:rotfl2:
 
Checker Cab is the company contracted with Disney. They are operated by the Mears group and there atre taxis staged all over the world property. Most hotels have a cab stand and cabs can be summoned immediately by door staff.
