Taxes higher at All Stars?

I was reading the latest discounts at Mousesavers and it was noted the rates do not incude tax. It was further noted that resort tax is 11 1/2%....but at All Stars it is 12%...WHY?

The county line runs right through Disney property, and the tax rates are different.
