Tax on Food?

I'm working on budgeting our meals in the parks. Can anyone tell me are meals taxed in WDW and if so, at what rate?

Also, I'm sure that there is tipping at the sit down restaurants, but what about counter service? Do they have tip jars?

The tax on food is 6.5%. There are no tip jars at the counter service restaurants.
