Tax for the All Star Resorts 13%?

Does anyone know why the tax for the All Star Resorts is higher than the other hotels? For the All Star it is 13% and for (example) Pop Century it is 11.5%.

The All Star Resorts are located in Osceola County and their accomodation tax is 4% (6% Fla sales tax, 3% Fla accomodation tax, 4% county accomodaton tax = 13% total tax).

The remainder of the Disney resorts are located within Orange County where the county accomodation tax is less.
