A FOUR YEAR OLD got summoned to jury duty.

I don’t know if I should be laughing or in shock that CT doesn’t check DOB when sending out Jury summons.
The source they got her name from may not have a DOB on it. They used Library card records here, and those don't list a DOB. We have done stories here on people under 18 getting called.

That seems like it would not create a jury pool fully reflective of the residents. In my state it is DMV and voter registration databases.

Looking at it I guess it's because of the sources they use to pull for jury duty, not so much that they don't check for date of birth but rather a source, the department of revenue, does not include date of births. The rest of the sources used for jury duty poll do include date of birth.

This wouldn't be the only situation to have come up if the system is set up that way.

I agree. We have reciprocal agreements throughout the metro area and including a system located not far from me but still not technically speaking in my metro.

I have a library card for two systems in the state next to me due to that (covers multiple counties). I have a library card for the system located not far from me (in my state) but not in my metro.

And that's not even getting into still having access, just very limited, if you move away from our metro depending on the library system.

You'd have to build in the jury duty system a heavy check of "in area" as well as which state you were located in.

I guess I just assumed DOB would be a requirement and that if a system they pulled names from didn't include a DOB field or it was blank they would just discard that record and move onto the next one. I don't know what sources or how they do the process but that was just my thought.

Oh I agree with you, date of birth should be used because there's laws regarding when you're eligible for jury duty, that only makes sense to me (and you).

Looks like they use DMV, voter registration, department of labor and department of revenue services.
 
How Are Potential Jurors Chosen in Connecticut?

The first stage in jury selection is summoning a pool of potential jurors from the list of local citizens eligible to serve on a jury in Connecticut, as described above.

Juror selection pool renewed yearly and comprised of registered voters, license or state identification holders, residents having filed personal income with Revenue Services in the last year, and recipients of unemployment benefits; in addition to carry-over names of jurors not served from the previous year.
 
So was the four year old filing taxes? How is he on the DOR's radar?
Possibly, depending on the financial situation and the parents' decision in filing taxes.

Or it's possible the child has a similar/same name as an adult, possibly an adult who used to live at that same address. (I didn't watch the video in the OP, but thinking like "Jane Smith" age 62 used to live there but now the child "Jane Smith" age 4 has the same address.

Nah. If the source record(s) doesn't include DOB they likely don't weed out until it gets to a juror qualification questionnaire. I don't know if all states do those, but here it comes several months prior to a jury summons.

They use those as well. Tax rolls, both income and property tax are used too. As the Jury Commissioner put it at the briefing, "we will find you"
