Car agencies (used to?)run the scam. The agent tries to talk you into accepting a paid, discounted upgrade. Customers who decline discover the agency is out of the reserved category. They get the upgrade for free

Yep! This used to happen to me quite frequently. I always turned down the "upgrade" and when I went to get the car, well surprise, it was the one (or category) they were trying to make me pay for! Happened once at Dollar and they gave me a big SUV - I'm a city driver and am not comfortable driving such a big car (a Tahoe). They had to send someone over to the Dollar side to get me my compact SUV! Which is what I reserved.

This has also happened to me! I got the cheapest compact and they offered me to upgrade to a sports car. I declined and they gave me a Mustang for the week anyway with no extra charge. That was great!
