Talking Mickey at Town Square- FP+ Only?

When we first discovered "talking Mickey" a few years ago, it seemed that we were only able to see him when using a FP. When we tried a second time, using standby line, he suddenly wasn't talking anymore. Obviously they must have multiple rooms in same location with more than one Mickey- at least that's what we thought. Seem right?
Can you meet talkingMickey without a FP?

Mickey normally talks for all guests at Town Square Theater, but there is always the possibility that he could temporarily lose his voice.

Of course! We did it last week without a FP+. While I have seen reports of his talking ability being down, we have now met him multiple times and he was always talking- FP or no FP.

We met talking Mickey during my 2015 trip to MK without a FP! We did go in September when crowds were significantly lower.
