There's an old saying in Europe: "When in Rome, behave like a Roman", meaning that you have to adapt to the local morale codes. When I'm in America I wear baggy swimming trunks (To be honest: Since having been to America the first time in '88 I prefer them). When you're in France or in Scandinavia you don't need to go topless or wear string bikinis, or as a man wear a small, tight glovelike swimming trunk, BUT you have to accept that the locals are doing it. It's their country, and they make the rules - Period. If you don't like it, stay at home!!
I also think that topless bathing is inappropriate on CC. Well, it isn't the USA, but it is owned by Americans, operated by Americans and more than 90% of the guests are Americans. So I consider it American and behave accordingly.
Talking about strings-bikinis, if a girl/woman can wear it, let her wear it - even on the ship. If she's decent she will wrap a pareo ar something similar around her when moving around.
And here's a warning: An several beaches on St. Marteen you may also encounter, partially or totally nude people - But DCL put a caution note on your excursion guides.
