Yes that does work, but be careful. Your hair may no longer be oily but now it'll be full of static! You gotta choose the lesser of the two evils.You can use a small amount of baby powder (just enough so your hair doesnt look white) to get rid of the oilyness

As for the scalp sunscreen there is a great product I found a few years ago. It is no longer available but I have found it on ebay a bunch of times. It's from the Redken Sun Shape line, the Moisterizing Sun Jelly. It's a hair gel with a very light hold that protects your scalp and your hair from the sun. It's not sticky or oily and washes out easily.
