Apparently he just flew in from Wuhan on the 22nd and was admitted to hospital on the next day. Anyone on that plane and in contact with him at the airport should be monitored closely, preferably at home. But it is already too late by now, who knows who those people have been in contact with since that flight, or maybe they caught connecting flights elsewhere.
