Subsidized Maintenance Fees at Vero Beach

When I was looking at a chart of different maintenance fees for the various resorts - I came across VB having $5.27 in Maintenance Fees but it also listed $4.12 in subsidized Maintenance Fees. What exactly does this mean?
 
My understnding is that some original owners of Vero get their dues subsized since the resort was not completly built. The subsidy is only available to the original owner. If they sell their points the new owner does not get the reduced maintenance fees.
 
Pluto's got it right. Vero was originally planned to be much larger. The original contracts didn't have the caveat Disney added later that the dues could be based on a smaller number of members. They subsidized everyone's dues for quite a few years but made sure all contracts were clear on how much the dues could increase.
 
a few years ago DVC quit subsidized the maintence fees - well I wasn't the only one to sell my VB.

to stop others from selling the next year it was back.
