Stupid FP+ question probably asked 100 times, and I should know better but don't

In a tiered situation like HS, can you change your third FP+ on the fly in the app to a second tier 1 attraction, after you have used the first tier 1 attraction, or do all your FP+ need to be gone or windows passed to get another tier 1 at a kiosk.
Want to grab a Great movie ride FP+ after we ride toy story...possible in the app?, or do I need to go to kiosk and pray, after all my windows pass or we use them

You can only get a second Tier 1 after your first 3 are used or expired and only from an in-park kiosk.
