Thanks everyone. It's impossible to find a childs size Marry Poppins dress. last year Claire's dance studio had a class that did a dance to a mary Poppins song and wore that dress. So I asked over the summer if they could order me one and they did. You can't see her boots because the dress is so long, but I found those over the summer too and they are really cute, and big so she can wear them for a few years, most likely. I did the hat (from a couple of Easters ago) with some tool and ribbon and an extra flower that came with the dress. I added ribbon to the dress too. We had the shirt that she is wearing under it too.It was the most I ever spent on a costume, but I did it in spurts so it didn't seem so bad. I was thinking that if my friend could just fold the bottom up and leave the trim, it should be ok. I did it without sewing and it looks OK, but I would never be able to do it right. I'm not sure if taking it off the waist would be easier or not. It's a one peice with a body suit built in since it's a dance costume. I knwo nothing about sewing though. My friend said she can do some basic things, but she made her own wedding dress, so she must have some knowledge.
